Some games have really good soundtracks, which do you figure is the best?

My faves are probably:

Rome: Total War - the music that plays while planning out your moves on the strategical world map. The acoustic guitars and the female vocals, very nice.

Vietcong - The menu music totally sets the mood. It's like Hendrix!

THPS2 - Just good memories. It's rockin'.

RO - deserves to be in the list. :p

Hitman - Particularly "Ave Maria".

Thief - ambient music, with industrial / steampunk kinda stuff.

Tons of games have excellent soundtracks, more often than not I'll go and try to find a game's soundtrack online for download. My particular favorites are:

RS3 Raven Shield - Love every one of the tracks, each one sounds like its from a heroic action-drama.

TES4 Oblivion - So far one of the best games to convey the epic feel through the music.

Halo 1&2 - Each track sounds unique, from calming techno to intense rock, all sounding good.

Half Life series - I don't know if its just me, but I love it when the techno songs kick in. They all give a different mood that fits the situation.

Great Battles of WWII: Stalingrad has some great music by a Russian band called Skafandr. Hard to describe the genre though.

Halo 1 and 2, COD (all of them), and the early MOH games.

Will always remember playing the original MOH on playstation, and there was this one level where the music just scared the crap out of me and made the level so atmospheric. Think it was "assault on fort schmerzen" or something like that. Good times...

Rome: Total War and Morrowind currently have what I view to be the best game soundtracks. I still feel that the music in Morrowind matches with the visuals perfectly, and that Oblivion's music seems much more random and less fitting, apart from some of the dungeon songs.

Rome Total War campaign map music, same as Nimrod said.
