Beating A Dead Horse Location Glitched!!!

Dead Horse lake location glitched on me the ? is there but nothing to destroy this is stopping me to get 100% please get this sorted ASAP so i can finish this game, The location is Beating A Dead Horse me and a ton of others have this same location glitched.
