I don't understand what all the complaints are about. I'm running at 30 FPS average and it's plenty smooth and playable. Why the hell would you need more than 45?
6850 here; awful frames, always fluctuating on certain parts of the maps. Never over 40 fps.
I play on Ultra everything. Disable Dynamic Shadows in the config and it makes a world of difference. I went from an average of 30FPS to an average of 60FPS.
And there's really no visual downside, other then no player shadows and static tree shadows. Definitely worth it.
