Artillery/Force Respawn Problems

It has come to my attention that artillery and force respawn is on a timer, as to how long before you can use them. Now that's all fine and good for servers that run an hour per game, but if i'm playing on a server with "infinite" time, I don't want to wait 10 years before support is available :rolleyes:.
