Tutorial for creating aniamted sigs:

Programs I use:
Microsoft Movie Maker (i have other programs too...but anyone with xp has this so i used this)
Macromedia Flash 8
MSwf2Gif
Macromedia Fireworks

Use Microsoft Movie Maker and open the video you want to clip. Clip it. Publish it as an AVI file.
Then use Macromedia Flash 8 to import the AVI file.
Add additional graphics through Flash.
Save and export using MSwf2Gif

Use Macromedia Fireworks for further compression/graphics editing

Speaking of animated gifs. The 100kb maximum filesize applies to those too

Another awesome program is The Gimp. Its basically a free Photoshop. Virtually all the options Photoshop has and .gif making support.
