i) Backup the steamapps folder.
ii) Visit control panel, add/remove programs, uninstall steam
iii) Delete the c:\Program Files\steam folder if it still exists
iv) Open regedit (from Run...), visit HKCU (Current User) and HKLM (Local Machine) and delete the Valve folders (keys) under Software, if they exist.
v) Restart (computer), redownload and reinstall steam
vi) After starting up steam and logging in, exit. Then place the steamapps folder back (or don't exit and run the backup files). Then simply reinstall games, and steam will recgonise that their data files are there.
This is a POSSIBLE fix.
i) Go to settings > in-game.
ii) Disable Steam community in-game / steam cloud.
iii) Restart steam.
Settings Steam Friends to 'offline' could also help. These are just possibles.
I give up, this is just bs. I'm not re-downloading the whole thing again .
i beleive the wait time for steam support is at least 48 hours. i hope they get to you a.s.a.p. though.I have a Steam support ticket submitted since 3 pm. I'll post the answer if I hear from them, but I am not holding my breath anyone is actually working on the weekend. We'll see.
