Server Please explain the following (Web admin)

Few things I am not sure what they really do within the web admin panel:

• Partition Spectators
• Allow Admin Pausing (?)

And:

Is there any way to make the server send messages (As you would send a message from the webadmin server console) to the server every X minutes?

This is just a guess but I'm betting Partition Spectators is either: (a) living can't hear or read dead; or (b) team A spectators considered from team b specs. I imagine it's the first one.

Admin Pausing is so the admin can pause the game

I know in other Unreal games, when you've wanted to spawn messages every X seconds, you'd use a timer function which is part of PunkBuster. I don't think UE has this feature built in.. but I could be wrong.. especially if TripWire added it as an extra feature outside of the standard UE feature-set.
