There's a mod for Half-Life call Fist Full of Frags that has and interesting method of showing score. Instead of a frag counter like RO, it has notoriety points. These points are attained by gathering money,protecting other team mates gathering money, killing the enemy. Just thought I throw this in, I thought it would be perfect for RO.

RO doesn't have a frag counter either. It has a point counter and points are gathered by completing objectives, resupplying machine gunners, eliminating enemy officers, etc. Fragging people is just another way to get points.
In a way we already have this, although you can't "buy" items with it and it has a different name.

I don't like the Notoriety thing, I think it is very frustrating to newer players they always are stuck with the crap equipment (even worse than only a rifle)

I really like the notoriety method in FFoF because it really fits the Western theme and also kicks deliberate teamkillers. I wouldn't say it was too frustrating either when I started playing the mod, quite simple actually.
Not to mention FFoF is awesome.
