Adjusting game time?

Back again with yet another question regaurding single player mode.
I did a search on "time" and found that someone suggested changing the time parameters via the "ini" file and the"command line". If this is the correct way to lengthen the game time from the stock 10mins, could someone direct me to where these files live?
If this is not the correct method could someone please enlighten me as to the correct way to adjust "game time" in the single player mode.
I know it is possible because orel is 80 mins in single player.

Time limit is set per-map, and is "built-in" to the map. In other words, it can't be changed by the player.

Numerous times I have played stock maps that were 20 minutes long instead of 15.

There is a server-side time limit setting, but I beleive that affects total time for the entire match, i.e. before the map changes. That timer is separate from the per-round timer.

So if that's set for 25 minutes, and the first round plays all the way through a 15-minute timer, the game will end and switch maps (or whatever it does) after 10 more minutes of play.
