I moved my complete steam Installation from c: to e: . Had to delete some (2) funny blob files which are renewed after steam start. Startet steam, started RO - Wtf ? 1 -2 FPS ? I had 40 - 80 fps. What may be wrong, any idea ? 
Steam path changed - now down to 1 fps

Try un-installing it properly and re-installing it then. You ought to know programmes aren't designed to be copyied willy nilly around the place, that's normally why they have installers.

Nonetheless though, I recon that it was because you moved the steam directory that things are going wrong. If you try un-installing and re-installing I think it will fix the problem.

Btt: Problem partially solved. Seems to be a problem with the GPU, changed first to Nvidia GF4 = RO running, ok, may be driver related, changed to ATI9800pro, RO running, back to X850pro, RO running again. The Maps Barashka and Rakovice down to 1 FPS. hm ... so what ? 2 unknown Devices left in Devicemanager , both with ATIVT01XXXX ore something in Description, Driver is fresh installed. I will go and find someone else to blame
