stutter problem

im getting this stutter problem ... i had huge load time and did all the stuff and made them go down but now i get alot of stuttering

all the precaching stuff is gone which made it stutter but that goes away after a coupel of secs and then i just get little stutters that launch me across a little area that gets me killed alot. is it my low ram ?
