Usually if you're polite they will refund your game; it somewhat up to the guy your speaking with.

Just be sure you act mature and list the problems you are having with the game. Dont just say,

"this game suxx!!!1!!1111!"

Yeah, if you want to return something ask on the steam forums, because as far as I know you ask the vendor for the refund who sold you the game, which would be steam, not TWI.
