I doubt that was done without his knowledge...a few of the devs were in RO:Ost, as were a few community members.

GSC did it in their S.T.A.L.K.E.R. games, too. You can see pictures of the whole team and Lebedev, one of the main NPCs of Clear Sky, has the face of one of GSC's security guards.
