New machine

ATi / AMD most definitely will get you the most bang for the buck.

You can get a very solid AM3 mobo, a Phenom II X4 955 processor, and a Radeon 5770 for less than 400 USD.

You'll be smart though to wait for the release of the HD 6770 cards here in a few weeks though. Those should be around 130-150 USD, and will smoke the 5770.

Overall, the Phenom II X4's and a solid mid-range or upper mid range video card should fit the bill.

My current favorite graphics card on the market now is the AMD 6850 for $179

It performs slightly under the 5850, can overclock past it, and only requires 1 6-pin power connector. It also beats the gtx460 in most benchmarks, for less money.

+1, 6850 owns, it is a really good card, I would buy it if I had money, but I will have to buy a 5770, which is not bad... both are more than enough since almost every game now is a console port and it has the same graphics that we had 3 years ago,but they are horrible optimized.Both cards are enough(for me, I don't know how many fps you will want) to run UDK, so they will probably run Ro:Hos pretty well.
