I'm also in that camp that the squad spawning system needs to change.
Too often in RS1 where you face attacking squad leaders that hides right outside the cap that keep sending waves of soldiers that literally never stops and the majority of the maps are small to begin with it becomes a mindless meat grinder.
For a game that is all about teamwork this is quite a design flaw.
Maybe sticking to the dated Unreal 3 was a mistake. An engine that was primarily designed for a small scale game like Gears of War.
