Weird Sight Glitch - Game Unplayable

Greetings. I started experiencing this bug yesterday and it seems to occur on all servers, all maps. Whenever I try to hold down RMB to bring up my iron sights it will start spasming and only bring them up briefly or will bring them up and if I start moving immediately drop and bring them back up without stop. Doesn't matter if I'm running, crouching, prone. It's not interacting with terrain since it does it in the middle of a field or in a building. Video card drivers are up to date and everything else that would be relevant. Tried a different mouse and nothing changed. It's been working fine since I bought the game a few weeks ago. Basically, I can't play the game at this point. Any thoughts? Video below in which I'm holding the mouse button down constantly. Bumping. I want to play this game but at this point I feel like I threw my money away. I even bought a new video card with no change.

Yeah, and what have you done up to this point to try to solve it?

(Buys a new video card and expects the issue has to do with his GPU...)
