Spectator count is broken

It's not actually broken. There's a difference now between joining the server as a spectator and switching to spectator once you're in. One uses up a proper player slot, one doesn't. So we made sure to keep the two split, to prevent someone joining as a spectator and then pinching the slot of someone who joined normally but temporarily jumped into a spectating slot. It was letting people avoid the player limit and overload servers. Now if you join as a spectator, you're stuck there until a real slot opens up and then once you join a team, you cease to be a "joined as spectator" and are instead a real player.

Having all of it say the same thing, "spectator", isn't super clear I know, but it was a bandaid fix for a long-lived Unreal issue. We just needed to stop the server overpopulating.
