Tripwire sent me an email about a mod contest, and I wanted to make some maps and assets for Red Orchestra 3 Afghanistan. However I don't know how, and believe I need the SDK for it.
Where Do I Find the Mod SDK?

The RS2 SDK is free if you own the game. You can find and install it in Steam by searching for it under Tools.

You need to install it first, then run it from tools.
However, you would be better off gaining experience and learning how to make things before you even think about entering that mod contest.
