Locking FPS to match monitor refresh rate of 100 or 144?

I just installed a monitor with a 100Hz refresh rate. I've unlocked the framerate smoothing in game, but it occurs to me that I may get smoother gameplay if I were to lock the fps at 100 to match the monitor.

I've read that I can go into the ROEngine.ini and set MaxSmoothedFrameRate=102 and set the file to read only to keep it from switching back.

My questions are -
If I set the ROEngine.ini to read only, will that make my life more difficult in other ways, i.e. in game settings adjustment or pissing off anticheat software?
Can I have this option modified in the Steam launch options instead by adding -MaxSmoothedFrameRate=102?
In game would it matter if I had framerate smoothing checked or not?
Is my logic sound? I've read that having fps jump all over the place above your monitor refresh rate can lead to issues like inconsistent mouse response and screen tearing etc.
