lagg with low ping(not the network)

The whole game(even the tripwire intros and the mainmenue) have a sort of lagg.(always)



1)i start the game
2) already the tripwire intros have a kind of lagg
3)i join a random server where i just got a ping of 32
4)i m yet laggy

This problem occoured first(in multiplayergame) after i launched the game today in the morning after updating.
(sorry i would have uploaded a video of the problem into the attachments but an error occoured twice)

well never mind restarting the pc solved it kinda

but the specs are :
GPU: GeForce GTX 760
CPU: intel i5-4670 (3.40GHZ)

1) what should be wrong with me?

now i ve got a new problem:

(always)

i play the game
it runs fine a time
after a time it crashes(takes steam with it)
it doesnt generate a .dmp file( the only ones i got is from the beginning of the month)
