Server Please help creating a simple Rising Storm unranked server to play with friends

I'm tired of looking in here and google but can't find how I could make a server for my own. Please someone can point me to the right direction?

Would Like to know the same but more specifically how to run a LAN server with bots and have a friend play. Why did tripwire overlook this? It is done very nicely in Killing Floor.
