Server Unranked = No leveling?

Just setup a RO dedicated server for just my friends to play on and some bots just for fun. It is very vanilla. However, we aren't leveling. Is it because my server is unranked? I know that you have to apply to be a ranked server. We don't qualify for that as we aren't a website or established gaming group or anything. Just some dudes.

Why would TWI do that? That's just bad. This whole unlock business is crazy. We've paid for the Full Game.

in your command line to get 16 bots

In my ROGame.ini file? or do I do this right in the game console once on the server? Was hoping I can one time configure it and I'm getting lost....
