Server How to set up rates for a 64slot server.

Hi everyone.

My clan has following problem.
we have a strong Root who has only 24% CPU used. but our servers are lagging (ping 200-400ms) when they become full.
Note: only the server who is full lags and the other servers who have only a few players are fine until they get filled up with players.
so whats the Problem ?

Reduce the number of slots. Set it to 60 and see if you still lag when there are 60 players. If yes, reduce to 58 and see if it still lags.

Keep reducing until there is no or little lag when the server is full.
