Server VAC ban hack of late.

Recently the old name Mr. Epic Goat has been shutting down servers with the/a VAC ban hack where an automated string of Votekick scrolls by for every player and terminates with all players betting terminate for VAC ban. The Epic Goat is a spoofed account reappearing later with a different Steam ID of course. Any history, description, diagnostics, investigating tips on this hack?

I think this just happened on our 29th infantry division Euro server, as i'm a admin someone told something weird happened on the server, as everyone suddenly got votekicked with a VAC ban notice. I asked around on our other server, Battalion server, and people responded they had been VAC ban kicked as well before. But its a false message as its doesnt VAC ban you.
