No, you will need to buy Rising Storm Digital Deluxe, if you want Rising Storm Digital Deluxe.
The Digital Deluxe upgrade is for those who purchased Rising Storm, and then decided they want the Digital Deluxe package instead.

...allow me to repeat my former question : Is this game completely uncut or will it be cut when buying through a German Steam Client ?
If you buy the game via Steam in Germany, you will get the cut version. It is also likely it will cut any uncut RO 2 version you may have.
