None of my friends and I received any pass. We'll wait for it to be fixed.

Is there a limited time to give it ? or is it for as long as we want before giving it to someone ?

as long as you want. After giving it the player can play the game for 3 days.

I had a message saying new items in inventory, and it said I had 3 guest passes, so I just went away and on other tabs and when I go to look for them now I can't see that I even have any.

You sure? Supposedly it was fixed yesterday, I received mine. Maybe its only partially fixed.

It said "3 new items in your inventory!" I clicked,and my steam inventory was still empty...Nothing on "Steam inventory history" either...

Yes.It says:
"You currently have 0 items in your Steam inventory." under "Gifts" section.

Edit:Finally got em,they appeared with some kind of magic,I didn't even get notifications

You have lost a customer, I am no longer purchasing your products, or promoting them to my friends. I'll come back when I hear news of half tracks and combined arms maps style of Ro1 start coming out. I check I'll play I'll see what I think. But TWI will never get pre-order money from me again, nor even regular price, nor any free advertisement and testimony to my friends from me. Best you can hope for with a new product will be "if it's on sale on steam for 50% off"
