Level Design How to Add Areas of Water to a Map

Continuing my painfully slow attempt at making my first map and I've come across an issue. I'm trying to put together a small fishing village for RS2 and I want to start the Americans on a beach but I can't find any tutorials on how to create water for rivers and sea. I've seen some discussion of placing down ROWaterVolume but that appears to be how you define how players are slowed down by entering water? I'm not entirely clear and its stumped me so any advice would be greatly appreciated.
