While this would be very cool, the modders have said it incredibly difficult to get any new content in game. If you are looking for new skins, the best you will get at the moment is Dibbler's overhaul mutator.

However, these are late war German skins only, there are no Romanian, Italian Hungarian, Russian, or any other nationality's skins or any new weapons at the moment.

I didn't think Division Azul was in Stalingrad.. (rather, I thought they were more up in the Leningrad/St.Petersburg area?).. either way, changing them visually should just be a quick skin-job (ie: changing existing skins, no modeling work), plus if you wanted to do it, vox.
