Here is a simple formula:

Faster white listing=More active modding community=More content=Happier players=More players=More sales=More revenue. Everyone wins.

From a business standpoint improving the whitelisteing process improves business. The wage spent into someone/s working on white listing gets compensated many times over by the free content the community creates for the game and it's players to enjoy. Even creating a forum group that sorts through all the white list wannabes, discarding the bad ones and narrowing the list down for the final say from TWI would be awesome.

Another group to assist TWI in testing maps would certainly help. However I think it would be better if the TWI's Q&A Team lead it/make it more official as opposed to complete community run. It would probably be best if this topic is moved/continued to another thread to avoid cluttering up the whitelist thread.
