PC Unable to pick up spent ammunition

To help explain this bug, I'll refer to these two terms:

• Loaded ammo: Ammo currently loaded in a weapon.
• Spare ammo: Extra ammo carried on the side.

This bug is also present in the current summer sideshow preview.

Reproducibility: Always

Summary: Spent ammo (eviscerator blades/crossbow bolt) can't be picked up when at max spare ammo and loaded ammo is missing the spent shots (not reloaded).

Description: When you're at max spare ammo, you're still able to add any ammo that you may be missing in your magazine (the loaded ammo) by buying ammo from the trader or picking up an ammo box. However if you try to pick up eviscerator blades or crossbow bolts with full spare ammo you can't, even when the weapons are not fully loaded.

1. Buy eviscerator/crossbow and fully refill ammo.
2. Expend a shot (cancel reload for crossbow to prevent autoreload).
3. Without reloading and while at max spare ammo, you can refill the expended ammo with an ammo box/trader refill, but not with the expended blade/bolt.

You can, but its bit inconvenient... Especially when in theory it should bank into the max set ammo pool for the weapon.

But you see how the code would look at those values as two different things - the ammo you can fire and the ammo you can reload?
I will put it on the list, but it may not be a high priority item.
