Summary: Apparently uncharged shot has so small explosive radius (100uu) so the explosion cannot reach model's pivot point / origin location (which is set near the foot area i believe).
So shooting tall ZEDs (Scrake for example) in the head does no damage to body at all.
Other bug reports for you to consider, mostly related to gameplay:
