It is up to the administrator of the server you were playing on to police behavior of players, IF they choose to do so. Unfortunately, it is the nature of online gaming.
Were you playing on a "Tripwire" server? If not, holding them accountable is barking up the wrong tree. Find servers that are actively administered and see what their policing policies are. If you find one you like, save it and play on it. Good luck.

We do not admin others' servers. Please report behavior like this to Global Steam mod through the feature on players Steam profiles. They do take action on reports though they get many and it may take time.
