I appear to be doing everything right with the settings and the map IDs, so what could be causing this?
Server Maps refusing to download to cache from workshop.

Hello i found salution ( my hdd was full when i put in 10 maps and same thing happen to me)
first i had no maps in E:\kf2server\KFGame\Cache ( i deleted them all ) stop server first
deleted this too appworkshop_232090.acf
also delete all in this folder E:\kf2server\Binaries\Win64\steamapps\workshop\content\232090
then go PCServer-KFEngine ( find the custom maps ) (ServerSubscribedWorkshopItems=) mark them all then just cut them out ctrl+x
start server wait it to load close it
open again pc server put all the ServerSubscribedWorkshopItems= back
start server it worked for me
