Server Linux Server and workshop

Just did a fresh install of Linux dedicated on fresh install of Ubuntu 17.04.
It seems to function fine except workshop. It downloads the subscribed items but fails to create KFGame/Cache folder which makes the items not available. Creating the Cache folder manually helps a bit, some of the items are copied over by the server but not all.

Has anyone else run into this?

Does the log say something?

No errors in the log file. It checks items for update, downloads if it needs to.
All subscribed items can actually be found in Binaries/Win64/steamapps/workshop/content/232090/
After creating the Cache folder manually the server actually makes all the appropriate number folders but about a third of them end up with only an empty "0" folder.
Server is subscribed to 88 items, 55 of those have correct content inside the Cache folder

Because the work around of manually creating the folders doesn't always work. Sometimes it does, sometimes it still doesn't put the file in the folder.

Any information about this bug having been fixed in the recent 2017 Haloween update or ?

Like many things, changelog is missing it, but yeah it is fixed apparently
