Server Takeover is disabled, so how are people changing my server settings?

I run a dedicated server, and I've disabled takeover because I prefer certain settings and prefer to play on my own server. Yet often when I log in, I find those settings — game length, difficulty, etc. — have been changed anyway.

How is this happening? I didn't think there was any voting functionality to change those. I changed "bUsedForTakeover" to "FALSE" when I first started my server, and I've verified that's still set to "FALSE".
