I recently reset my ps4 and re downloaded KF2 and the save data, but upon logging in, it didn't keep my level 25 berserker data. It reverted back to level 23. Is there any way I can fix this without having to regain those 2 levels? I know it seems mediocre, but I really don't want to have to go through the trouble again of getting the last levels. If need be, I can show photos of me having the trophy for obtaining level 25.

The save data you had on your cloud drive likely wasn't up to date with whatever local storage you had at the time. Unless you have another copy of your save data from before the initialization that perk XP will not come back. You can always force an upload to the cloud drive if the nightly upload the system automatically does is not frequent enough for your needs.
