Exporting maps to other ue3 game?

Recently i had the idea to 'make' an Outpost workshop map for Viscera Cleanup Detail, but I'm having trouble getting the Outpost map from KF2 to the viscera editor. I figured both are ue3 games, so it would be possible to use a KF2 map in Viscera. But the KF2 maps are .kfm, which is probably just a cooked .udk map file. Is there any way to turn the .kfm file into a .udk, or to open the .kfm fike in udk? I've also tried opening KF2 resources with ueviewer, but that seems to not work with KF2.

Another probably more important question is: Am i allowed to take a KF2 map, and reusing it non-commercially in the form of a workshop map for a different game? Is that even legally possible? (I'm not very good at reading EULA's and such)
