Do other players in the server see the fx when the owner triggers it, or is it just client sided?

If the other players have the effects enabled in their options, they will see it.
By default, the setting is disabled so most probably will not.

Yeah, still worth getting if you're interested though.
I was on the fence when the preview video came out before the Halloween event, but after seeing in game they kind of grew on me lol.
