[Crash] Crash before game runs

Every time I open RO2 I get a crash before the game even loads. I have deleted the ROgame.ini, and uninstalled/redownloaded the entire 8 GB game onto another HDD, but I get the same error. Here is the error:

Here are my system specs.

i5 750 @ 4 GHz - Gigabyte GTX580 - 8 GB RAM - Asus P7P55D Pro
Monitor - LG W2363D 120 Hz
OS is Win7 Professional

I can't think of much else I can try. Please help Tripwire, you're my only hope.
 
tried this? Red Orchestra 2: Heroes of Stalingrad Prerequisites

If you canceled out of, or the prerequisites failed to install when you first launched the game, you will have to install these manually for the game to function.

They are located in: \Program Files (x86)\Steam\steamapps\common\red orchestra 2\Binaries\windows\

Install the following prerequisites located inside that directory: pbsvc_hos.exe and UE3Redist.exe

I don't have any issues with heat, or with crashes/performance in other games. I use coretemp and MSI afterburner to monitor temps and adjust the fan speed. I have decent coolers, a lapped TRUE on my cpu (rarely over 55C in summer), 3x92mm windforce cooler on the gpu (just over 60C in furmark), case is a Corsair 800D with a 1kw PSU. I pull it down for a full canned air dusting every 6 - 12 months. I swear this thread wasn't started to brag about my computer :)

Still having issues though, I haven't played in nearly 2 weeks.

This fixed the missing splash screen and the game not loading.

Operating system is WinXp Home, version 2002, 32-bit w/ sp2.

Computer model is a Sony Vaio PCV-RS720G (groan). Running a P4 3.0ghz, with a maximum of 4x512mb of ddr2 400hz ram.

Powered by a stock 300 watt psu. Graphics card is a PCIe GT240 w/512 DDR5!

Load times are above average. Ro2 looks super and runs smooth with over 50 human players.
