Have you tried verifying the cache in Steam? I do this at least 3 times because it doesn't always catch it the first time if something is messed up.

Also try going to Documents/My Games/RedOrchestra2/ROGame/Config and delete all but ROinput. When you start the game agaiin it will redownload the necessary files.

Umm i don't know how to cache in steam but i delete roinput and don't work
