988ms ping

Several times an hour 4-6 on average I get a massive ping of 988ms.

It happens on every server I play on without exception and takes up the entire bandwith of my internet connection.
I have checked that Windows update is not running and that no application or program is using up the bandwith. This only happens when playing RO2.
The ping usually subsides to the normal after a few minutes but not always as the connection to the server is sometimes lost entirely.
I have tried to look at the process list in the Task Manager but no program or appllication is taking up enough system resources that it should have an impact as the system is usually running at 30% CPU and about 40-50% RAM.
