Can I run KF smoothly?

I have this specs:
Intel Celeron D CPU 3.06 GHZ
1,5 GB RAM
Ati Radeon xseries 1550 256 MB
What settings i must set to play KF smoothly without long time load map?

Looks alright to me. 1.5 GB ram looks a tad low, as does your graphics card so I'd say you should probably stick to medium settings. If your graphics card is giving you trouble you may want to try this. CPU appears to be fine.

If you want to boost your loading times a bit you can try this. It's written for Red Orchestra, but it applies to Killing Floor as well. Changing the CacheSizeMeg is something you should definitely do (as should everyone else!), but turning off precaching can lead to a bit of stuttering after the game is done loading as it has to load assets then which it didn't "precache". Loading will be much faster though.
