Kinda sad that in the KF forums, people are willing to pre-order the game just for the new character.

People also have done that for hats in TF2. So nothing new about such behavior.

It would be sad if they will really never try out The Ball. But anyway the devs get money for their work. And in my eyes they deserve it.

So we will have to PREORDER the ball if we also want the character?
If preorder time is pass, there will be no another way to get him?

I believe the character will only be available during the preordering period yes.

I don't know about preloading.

USK 16 (for the exact same version that PEGI rated 18!)

You know it's no in-game advantage to have Mr. Spebbington's character in KF, it just says "I pre-ordered The Ball." not "Hey look, I'm better than you!"

I know, sometimes the USK does some very strange decisions. Just take a look at the ratings for "The last Remnant":
ESRB: Mature
PEGI: 16+
USK: 12+ (uncut!)
There's blood flying everywhere and in one cutscene a hand is reduced to mincemeat (close up) and they still rated it only 12+ and other games have to be heavily censored to get at least a 18+ rating.
