Will the weather change during game play? IE cloudy day suddenly becomes a rainy stormy day. Winter maps you get a blizzard that type of thing and will there be mud glorious mud sticking to your boots and so forth???? Curious

i would like that... also dynamic time (i know not that noticeable in a 30min map at noon... but a dusky map... turning to night.

Crysis had a mutator running on several servers where the map started in "darkest" night then dawn came and it became forenoon or the other way round. Awesome!
Changeable weather is one thing more for custom mappers to get atmosphere into their creations. So Danzig could get rain again which starts like after 10 minutes and stops shortly before the end again.

It's possible with the map editor to a certain extent. You can change the post processing settings, fog and things like that on the fly, but not lighting.
You should try the UT 3 map called "Sandstorm", it's a VCTF map.
