Reinforcements?

Sometimes reinforcements run out and players cant respawn. Is this normal? And if it is, are there server settings to control this?

Aye, every map has a certain amount of reinforcements per team. It's the way the game works.

Is there a command to change the time for reinforcements? If so can anyone point it out?

No there isnt, things like reinforments and class limites are coded into the map by the maker to ensure the best gameplay.
