help please

one time i had tried to start a dedicated server, it does not show up on list, so i try opening ports for the game that is needed, so i did so, and it still does not show on list, if someone can help me on setting up a dedicated server that be greatly appreciated. and my second problem would be with my gore, i used to slice off and blow heads, but now after one time of trying to make dedicated, all that went, like the gore level decreased, can someone please tell me command for putting it back up? and again i thankyou you if you can help
