Lighting Properties help

Ive tried to search these forums and google for the lighting properties...

When i double click the Light Bulb icon in the perspective viewport, a Lighting Properties box should come up... am i right?

Im trying to change the light color and such but none of the property boxes show up. The same this is happening when i try to open the Static Mesh properties and probly about 40% of the other property boxes i try to open.

The only box that opens for me is the Texure properties when i double click or right click>properties.


I might be retarded here.. probably, but i just don't know how else to open them if there is a way
