Not all tanks had them, for example the Panzerkampfwagen IV got them in version F1. And the Panzerkampfwagen II also had none in the first version.
If you read the Pantherfibel or Tigerfibel or the WWII german Panzerjäger-Instructions you will notice, that the Tanks crews (german and Soviets) were able to use MPs or pistols to defend themself from Infantry assualts from inside of the tank. Also some tanks allowed infantry to shoot into the tank (no bulletproof glas).
