How do I enable this?

On some servers I see voting is done by points earned in a game - e.g, I could have 96 votes while doomed has 46.

What do I edit to make this voting available?

Open your web admin page > defaults > map voting > accumulation mode


I think thats how its done. Otherwise just open Red Orchestra and choose "Host a game" then roll your mouse over the map voting options and a brief description will be displayed

It's the "Score Mode" which does the requested effect.

"Accumulation Mode" can be used as extra setting for that, based on description it will sum the scores of several maps per player to use as amount of votes, for as long as their desired map wins. After that, they start to collect new bunch of votes from scratch.
