Well they are working on the Manuals, and they will be released with the Game, or alongside it. And there will be no difference between Box or Steam Version, so you'll get the Manual if you buy it via Steam of course. Everything else would make Zero Sense.

AFAIK Steam already offers manuals for games like Day of Defeat, Half-Life 2, and such.
HTML only I assume, but I think they are friendly enough to allow PDF links or links to forums aswell.

Otherwise some Tripwire could manually convert their manuals to HTML?
You only have to find it.

I think Amir was talking about documentation/tutorials on how to build RO:O levels with the SDK/editor. We will provide those tutorials (I know, since I've written a number of them myself).
